This is probably not exactly what you are looking for but...
Remember the old trick of flattening a cone so fractal noise will travel
from a central point, outward in a linear fashion?
First try subdividing the cone quite a bit, then flatten it. Now use the
vortex tool to create a swirl pattern on the flat disc. Morph 100% from the
original cone to the disc. Don't forget to name thier surfaces differently
and don't morph surfaces. Apply a fractal noise pattern to the cone's
surface and give it a velocity on the axis that travels the length of the cone.
The texure on the disc will follow the swirl of the polys on the disc.
I'm not sure how to use this in your situation but they are swirling clouds. ;)
